Policy Paper: Kepmen Kominfo No. 522: An Emerging Threat to Press Freedom and Freedom of Expression

As media increasingly shifts to digital platforms and social media, freedom of expression is facing new threats.

Ministerial Decree No. 522/2024 grants digital platforms broad authority to take down content labeled as unlawful, without clear criteria, independent oversight, or public accountability. This opens the door to censorship and the silencing of critical voices, including investigative journalism.

In response, AJI Indonesia issued a policy brief that critically examines the risks posed by this decree and urges a rights-based approach to digital content regulation.
